October 2009 This company acts way outside their authority. The take more money from your bank account than You agreed to. The take money BEFORE the agreed upon dates. Nobody there uses the same name more than a few times. If you don’t pay or call to adjust your arrangements they still attempt to take money from your account then threaten you with check fraud. When you push them for names they refuse. One of their favorite ploys is to call you and when you answer the person from Allstate says he is the security officer and he is going to prosecute you for fraud and to go get a lawyer Then hangs up. I can go on and on about this group of charlatans. I am filing formal charges with The BBB, Nevada Banking commission, and will be seeking legal advice as to other possible remedies. I urge everyone else to at the very lease file a complaint with the Better Business Bureau
October 2009 The employees working there threaten you while yelling at you that they are going to destroy your whole life. They also lie about the information they have on you. If they ever get one of your debts I would hang up because they do not reason with you at all.
September 2009 called 1-866-508-1877 ext. 1512 Told them overdrawn at end of rope. Told me to get another job basically. set up payment but had to call back and back out to overdrawn at bank. Told me earlier that legal fees and attorney will be expensive. At the end of rope, I guess if I go to jail then I go to jail.
October 2008 They called in reference to an ancient Cross Country Bank garbage card I stupidly took out 8 years ago. They claim the debt is still not covered by the statute of limitations but that's BS. They claim they were filing in Providence county (RI) for collections on the 8th of October of 2008. Funny thing is that one of their scumbags claimed back in August that they were filing in September which, at the time of this letter, has come and gone. LOL. I told the guy who called today that if they had no intentions to file that simply continuing to threaten to do so (and not) was illegal. Like most collectors he just talked over me and hung up. I'm a single dad on disability who gets 750 dollars per month with no assets of worth to speak of. Good luck trying to extract blood from a stone dummies!

This company is calling constantly on a
number that I've asked them not to call on. They are
threatening me with a lawsuit on behalf of a past creditor
on a debt that is more than 4 years old. They keep calling
and saying that if I don't make a deal with them, they will
file a suit in my county in the morning.
Lucky for you they're a bunch of
liars.
2007 Allstate Financial has another victim under their belt. I have been trying to pay this debt for a very long time. The last collection agency that had it did the same thing to me that Allstate just did to me a few days ago. I am a single struggling Mom trying to be honest and pay an old bill. After they said they were going to sue me, I decided to work out payments with them. They ended up taking too much money out of my account and all the bills I had just paid bounced! They took the amount we agreed upon plus the amount they wanted in the first place that I told them I could not afford! Thank goodness for my bank, they took my money back from them and fixed my account, but I want them to pay for this. The so called manager there, "Mr. Green" as he calls himself, said "so what, have your lawyer call me", and hung up. Somebody needs to put a stop to them!
Bud, you will obviously, after
reading this, think, just like I do, that the Clark County,
Nevada Commissioners aka University Medical Center of
Southern Nevada (UMC) have their heads up a part of their
anatomy, where it does not shine.
Effective June 19, 2006, the County Commissioners voted to
terminate all contracts between UMC and Allstate Financial
Services dba Allstate Adjustment Bureau (ALLSTATE).
On Tuesday October 17, 2006, at 9:15 a.m. the County
Commissioners are going to decide whether to renew the
contract between UMC and ALLSTATE.
It gets even more bizarre. There is a Nevada Revised Statute
(NRS 252.120) which states that even a privately owned
company, hired by the county (UMC), would be given immunity
when that private company immunity when it commits crimes.
Violating the Fair Credit Reporting Act is a crime. This
would be the worst thing that can happen. ALLSTATE is given
free reign to victimize and violate.

envelope from the Federal Trade Commission, Washington DC.
In it were more than 100 complaints filed against Allstate
Financial Services (1050 East Flamingo Road, #E-320, Las
Vegas, Nevada) DBA Allstate Adjustment Bureau, President
Michael O'Connor.
This information was sent to me under the Freedom Of
Information Act.

When someone is victimized, there is a government agency
that is supposedly there to help, when in actuality, and as
you will read, these agencies actually aid and abet those
who violate. So much for the expressions "the scales of
justice are balanced" and "justice for all."
The below will give you an idea as to what is going on and I
have several hundreds of pages of proof, statutes,
documents, etc. I currently have filed 2 Pro Se lawsuits in
United States District Court, Nevada. 1 is against Allstate
Financial Services dba Allstate Adjustment Bureau Alstate,
the other is against University Medical Center of Southern
Nevada UMC. Both deal with Fair Credit Reporting Act
violations and several other claims of action that are
relevant. And I am also finishing up writing a lawsuit
against the Nevada Financial Institutions Division. If you
know of an attorney who would be willing to help, please let

The Nevada Financial Institutions Division (FID), by not
doing anything, thus going against their own rules and
regulations, and Nevada Revised Statutes. The FID should be
held accountable for their lack of actions.
When I contacted the United States Department of Justice and
spoke with Ron Leavitt (702-388-6336), he explained to me
that the USDOJ cannot and does not take complains directly
from the victim, that the one who submits the information to
the USDOJ would be the F.B.I, or similar U.S. agency. I told
Mr. Leavitt that I did contact the F.B.I. back at the end of
September 2005 and was told to contact the USDOJ. Mr.
Leavitt went on to explain that the F.B.I. or other equal
U.S. law agency would be the one's doing the investigation
work and that the USDOJ presents it to the courts. Would you
any connections?
This is a matter that I have gone through for the past 7
years, or there about, needs to be dealt with rather than
having federal and state law enforcement and government
agencies passing me and this issue around like an appetizing
platter at a dinner party. Those who I have contacted are:
all the Nevada State Assembly people and Senators, Congress
people Ensign, Berkley, Reid, etc.
The problem is false and fraudulent reporting the a
collection agency (Allstate Financial Services dba Allstate
Adjustment Bureau) "Allstate" and county hospital
(University Medical Center of Southern Nevada) "UMC." In my
case 20 false and fraudulent listings.
I've contacted and filed complaints with the Federal Trade
Commission "FTC" against "Allstate" and "UMC" and was told
by Ida Bolen (FTC) that the FTC does not handle individual
complaints. The FTC collects the information then passes it
on, in this case to the Clark County D.A.'s and the Nevada
A.G.'s offices. The problem is that Nevada Revised Statute
252.120 prohibits the D.A.'s and A.G.'s office from
criminally charging and prosecuting a county or state
facility and the companies they hire.
Adding insult to injury, I discovered that Allstate's
president (Michael O'Connor) was appointed by Governor Guinn
to the Nevada Division of Financial Institutions Collection
Agency Advisory Board. Even though I showed Paul Ashworth
(Supervisor of the Financial Institutions Division) the
approximate 700 pages of documents proving everything I've
stated, back in early April 2005, nothing is being done,
because the president is on the advisory board. It should be
noted that the Association of Credit and Collection
Professionals ACA (an organization that has been in business
since 1939 and has members in 55 countries) voted to expel
Allstate Adjustment Bureau effective July 1, 2005. This was
after the ACA's thorough investigation and complete
examination of the record and full discussion of the issues.
The reason why I am being so diligent about this is that I
do not want anyone else having to go through this. Those
responsible (U.M.C., Allstate Financial Services dba
Allstate Adjustment Bureau, Michael O'Connor, the Nevada
Division of Financial Institution) should be held criminally
accountable for their violations, their aiding and abetting,
etc.
The FID's non-compliance with the standards, set by your own
agency’s policies, (including but not limited to N.R.S.
649.045, 649.085 (2)(7), 649.125, 649.135, 649.355 (1),
649.375, 649.385, 649.390, 649.395, 649.400, and 649.435 as
well as Nevada Administrative Codes 649.110(4)(b)(c)(d) and
649.150) disregard for victims of Allstate Financial
Services dba Allstate Adjustment Bureau violations of the
Fair Credit Reporting Act, Acts of Bad Faith, Deceptive
Trade Practices (N.R.S. 598.097, 598.0971, and 598.0973),
Breach of Obligation (N.R.S. 42.005 and 42.007), Conscious
Disregard (N.R.S. 42.011), Malice Expressed or Implied (N.R.S.
193.0175), Negligence, Negligence Per Se, Culpable
Negligence, Negligent Infliction of Emotional Distress, etc.
The FID, Paul Ashworth, and Carol Tidd have been notified of
these ongoing problems since April 05, 2005, several times,
via in person meeting, letters, emails, phone calls, and a
formal complaint letter, regarding the more than 20
violations committed against me at the corrupt hands of
Allstate Financial Services dba Allstate Adjustment Bureau.
I have discovered that Michael O'Connor, the President of
Allstate is a Collection Agency Advisory Board Member, thus
when his collection agencies are committing several
violations (Provide inaccurate information, Deception,
Misrepresentation, Falsely represents character, Amount,
Status of debt, Reinsert deleted item in file without
notice, Knowingly supplies inaccurate information to credit
bureau, Refuses to verify debt after debtor makes written
request, Threats of violence, Harassment, Obscene/Profane
language, Fails to reinvestigate disputed information, Tells
someone other than debtor about the debt, Threatens to file
criminal charges, Falsely threatens arrest, seizure of
property, Calls debtor after getting "cease communication"
notice, Calls any person repeatedly or continuously, Fails
to identify self as debt collector, Extortion, etc), your
agencies look the other way. These violations were part of
hundreds of complaints that the Federal Trade Commission
provided to me, under the Freedom of Information Act.
Approximately 180 pages of these complaints plus several
hundreds of other documented pages of proof were personally
shown to Paul Ashworth.
To show that Allstate Financial Services dba Allstate
Adjustment Bureau, because of its ties and connections to
your governmental division, is being given favorable
treatment and proving that your division is looking the
other way, I will show the court the Ethics Suspension and
Expulsion against Allstate Financial Services dba Allstate
Adjustment Bureau ruling by the Association of Credit and
Collection Professionals (ACA). The report states “After a
thorough investigation, complete examination of the record
and full discussion of the issues, the ACA Ethics and
Professional Responsibility Committee voted to expel
Allstate Adjustment Bureau from the association. The
expulsion took effect on July 1, 2005.” The ACA has been in
existence since 1939 and has members in 55 countries.
According to additional research, your governmental agency
has a history of not following your own rules and
regulations, not properly investigating complaints, and not
acting on complaints, as shown in both Clark County and
United States District Court Cases. In April 2003, a Clark
County District Court Judge Sally Loehrer not only sharply
criticized the FID for its failure to act on complaints.
After the division found no violations, Judge Loehrer
ordered a new investigation, and three possible violations
were found. The state was ordered to pay the victim’s
$187,000 attorney's fees for the complaint brought against
the FID.
